Regional Government Services Authority
Richard Averett has been Executive Director of Regional Government Services (RGS), a Joint Powers Authority serving other public agencies, since 2002. The Authority was founded to help public agencies share services and expertise, and have assisted almost three hundred other public agencies throughout the California and beyond. RGS is a founding member of the California Public Agency STARS (Self-Directed Tax-Advantaged Retirement System), two statewide trusts for 401(a) and 457(b) services. These trusts have been established to provide Deferred Comp/Defined Contribution services to public agency employees.
Joseph Chan

Public Agency CFO, retired
Joseph Chan is currently a member of the STARS Board of Trustees and has been serving as Secretary of the Board since inception of the trusts in September 2009. He retired from the Association of Bay Area Governments in 2009 after serving 26 years as Finance Director/CFO of the agency. In his retirement, Joseph continues to be professionally active by offering pro-bono management services to non-profit organizations.He is active in philanthropy in support of various societal causes. Joseph is a Certified Public Accountant (certificate inactive), and holds current memberships in the American Institute of CPAs and the California Society of CPAs. He studied business at the University of Wisconsin-Madison where he graduated with an MBA degree.
Jeff Titcomb

Indian Valley Community Services District
Jeff Titcomb is the Office Manager and Board Clerk for the Indian Valley Community Services District (IVCSD). Jeff supports the special district by providing customer service, receiving payments, addressing billing issues, as well as any incidental tasks to ensure the business of IVCSD runs smoothly. In his role of Board Clerk for the special district, Jeff has completed five years of training through the California Special District’s Association.
Discovery Bay CSD

The Town of Discovery Bay Community Services District (CSD) provides and manages water, sewer, landscaping and recreation services for over 14,000 year-round residents. The Town of Discovery Bay was established in the early 1970’s and its residents enjoy small-town living against the backdrop of over 1,200 miles of Delta waterways. In partnership with the community, the CSD strives to provide effective and fiscally responsible municipal services in a manner which promotes a high standard of community life with a focus on the environment and the Delta.
After a careful review of the STARS program, the Town of Discovery Bay CSD selected STARS to best serve the needs of their employees. STARS also provides an opportunity for the CSD to participate with other public agencies to help STARS remain a valuable resource for all public employees.
Kalman Hui

Transbay Joint Powers Authority
Kalman Hui joined TJPA in August 2022 as the Accounting Director with 12+ years experience in managing general ledger, payroll, cash management, reporting, and annual audits for entities with revenue of $100 million or more. Mr. Hui is dedicated to increasing productivity through periodic process reviews, implementing accounting best practices, and leveraging modern technology to streamline processes. He had also successfully implemented multiple accounting systems including Enterprise Resource Planning (ERP) system, Accounts Payable automation, and other process enhancements.
Mr. Hui holds a Bachelor of Science Degree in Finance and Accounting from San Francisco State University and is Certified Public Accountant (CPA) in California.
